Russian Lieutenant General Igor Kirillov, the head of the Radiological, Chemical, and Biological Defense Forces, was killed alongside his aide in a targeted bombing involving an explosive-laden electric scooter. The blast occurred outside an apartment building on Ryazansky Prospekt, shattering windows and causing significant damage.
The explosive device, with an estimated power of 300 grams of TNT, has raised questions about a possible security breach in Moscow. Kirillov, sanctioned by the UK in October for alleged chemical weapon use in Ukraine, was recently charged in absentia by Ukraine for similar accusations.
