Authorities in Orenburg and Kurgan issued urgent evacuation calls as floodwaters surged from melting snow. Over 100,000 were evacuated from Kazakhstan. Ural River overflows, displacing 120,000. Mayor Salmin urges preparedness. Threats to homes and infrastructure escalated in Russia and Kazakhstan.
