It seems like every couple of months Congress is threatening a government shutdown and that’s because it has been. Now, on the eve of another one caused by the inability of our leaders to figure out spending plans over the next year, leaders from all of the major players have met at the Oval Office, in what Senate Majority Leader Chuck Schumer called a productive albeit intense meeting.
