Ahead of the conference, the International Energy Agency released a report, calling the idea of widespread carbon capture an "illusion.".

The West's energy watchdog said the fossil fuel industry needs to decide whether to help the world transition to clean energy or allow the impending climate crisis to worsen.

In response, OPEC issued a statement accusing the IEA of painting oil producers as villains.
