Pakistan's plan to import future shipments of Russian crude oil through a government-to-government (G2G) approach has run into challenge because Islamabad is taking too long to create a Special Purpose Vehicle (SPV) to manage the payments and shipments, which has angered Moscow.

A Russian delegation visited Karachi last week to review the quality and pricing of its Ural crude oil but was disappointed with Islamabad's progress in establishing the SPV.
