A Beaumont City Councilman is calling for state and national changes after a "horrific incident" at West Brook High School.

"A student was brutally beaten in one of the boy's restrooms while other students looked on," said Beaumont City Councilman Mike Getz in a Facebook post.

Councilor Mike Getz said he had been asked to become Beaumont ISD Ambassador.

The morning after the first night of ambassador training, Getz saw a video that has since surfaced on social media.

"My phone blew up when people sent me links to a horrific incident in West Brook," Getz said.

The video seen by 12News appears to have been taken in the boy's bathroom.

A teenager punches another boy who is lying on the ground at least 14 times in the face and on the head before kicking him in the face.

The boy on the floor tries to cover his face while being beaten several times.

Other teenagers can be seen in the bathroom when the incident takes place.

The boy, who was seen punching and kicking the other, was arrested and could potentially face robbery and assault charges, according to Getz.

The city council hopes he will be prosecuted as an adult.

"This is not his first rodeo," Getz said.

"He's been arrested before, but current state and federal laws allow these offenders to return to campus after a relatively short stint in a juvenile detention center." Getz believes the school district failed the injured student by not providing a safe learning environment.

"Being a BISD Ambassador doesn't mean you have to put on blinders and live in a world of unicorns and rainbows," Getz said.

Getz said he spoke with Beaumont's ISD superintendent and the district attorney's office.

He believes the solution to the fighting is to place adult monitors on toilet doors.

"I've been told the policy has already been implemented, but that someone hasn't shown up to monitor the restroom like they're supposed to," Getz said.

"They must be held accountable." Getz believes the issue needs to be addressed at the legislative and congressional levels.

Until then, the city council is asking the area's school districts to place monitors on the doors of restrooms in schools.

Getz also wants districts to limit the number of students who can use the restroom at one time and continue to lock restroom doors during class hours.

"Students who must respond to nature's call during class should obtain identification from their teacher and then proceed to one of the limited number of restrooms during class time, which are also monitored," Getz said.
