Preliminary report in deadly California plane crash shows air traffic controller repeatedly asked pilot to climb
The NTSB report found the pilot veered off course after being instructed to land, then flew at low altitudes for several minutes before crashing into a San Diego suburb.
He and a UPS driver on the ground were killed.
