California power officials try to develop a plan to avoid repeat of 2020 shutoffs

Many of the issues that created last summer’s problems are likely to return: Exceptionally hot weather.

Less hydropower because of drought conditions.

And less ability to obtain power from neighboring states because they’re facing the same problems.
