The national auditor pulled up the Centre on its policy for offsets for Defence Procurement.

Under the offset policy, a certain percentage of the deal value with foreign firms should flow into India as foreign direct investment or FDI.

However, the Comptroller and Auditor General of India has found that Dassault Aviation, the manufacturers of Rafale jets, have not fulfilled their offset obligations to india yet.
