Congress leader M Veerappa Moily on Rajasthan politics said that the leader who enjoys support of elected MLAs is made chief minister.
He said, "Sachin Pilot became MP, union min in UPA-II, PCC President in Rajasthan and Deputy Chief Minister.
He couldn't become CM as in Congress, high command sends an observer and opinion of MLAs is ascertained, whether in MP or Rajasthan.
