Shapps on Manston row: I took series of steps as Home Sec

Business secretary Grant Shapps says he received legal advice that the Manston immigration centre was in 'danger of being used as a detention centre' during his brief tenure as home secretary.

But insists he took a 'series of steps' to change the 'nature' of the place to bring it 'within the law'.
