According to North Korea's state-run KCNA, South Korean President Moon Jae-in made overtures to send a special envoy to talk with Pyongyang.
KCNA says North Korean leader Kim Jong-un's sister Kim Yo-Jong has rejected the "tactless and sinister proposal." In a separate statement, the North Korean People's Army states that it will reinstate police posts that had been formerly withdrawn from the border, and troops will reinforce likely landing areas for propaganda balloons from defectors in the South.
Previously, North Korea has cited the anti-regime pamphlets as a pretext for blowing up the liaison office.
According to the KCNA, North Korea will resume sending its own propaganda to South Korea.
