This week the attention of the nation, and indeed the whole world, has been on the first meeting between U.S. President Joe Biden and Russian President Vladimir Putin. The summit was the last event on Mr. Biden first trip overseas as America’s chief executive. His itinerary also included sessions with the G-7 leaders and NATO officials meeting in Europe. What does it all mean? Is “America really back” as the President repeatedly said during his journey? And what does “being back” mean?
