Telangana in a bind as Centre seeks utilisation certs for flood aid

Telangana is in a difficult position as the Centre requests utilisation certificates for state disaster relief funds from the past eight years. Without these documents, securing additional flood relief aid will be challenging. The state has Rs1,345 crore available in SDRF but needs proper documentation to access it.
